Proposal seeks to impose domestic-leaf inclusion

Six of Ukraine’s MPs are proposing that it should be a requirement that cigarettes manufactured in the country contain at least 30 percent Ukrainian-grown leaf tobacco by 2024, according to a Ukraine General Newswire story relayed by the TMA.

Under proposed Bill No. 3548, starting in 2017, production licenses would be issued only to companies that use Ukrainian leaf.

Domestically-made cigarettes would have to include one percent Ukrainian-grown tobacco in 2017, five percent in 2019, 20 percent in 2020, and 30 percent in 2024. Companies that did not meet the domestic-leaf requirements could see their production licenses revoked.
